ALL ORDINARILY RESIDENT (OR) APPLICANTS (See Appendix A for definition) MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.
The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Physician in the Health Unit.
BASIC FUNCTION OF POSITION
Provides medical services to direct hire employees at post as primary care physician.
MAJOR DUTIES AND RESPONSIBILITIES:
Serving as a Physician in support of US Direct Hire families in Dar es Salaam, working in conjunction with locally employed medical personnel in the Embassy Health Unit and the Regional Medical Officer stationed in Nairobi. The duties include, but are not limited to, the following:
A. SUPPORT OF US DIRECT HIRE FAMILIES:

Provide primary and preventive health care services for US direct hires and their youth dependents at post: Obtains patient history, performs physical assessments to include diagnosis and treatment, provides emergency and other acute care services, analyzes diagnostic tests, provides routine and travel vaccinations, prescribes electronically, performs therapeutic procedures, offers mental health support, responds to child abuse, documents patient information, uses electronic health records, coordinates inpatient care and monitoring, arranges and prepares for medical evacuation, emphasizes prevention of malaria and other tropical and infectious diseases, establishes healthy lifestyle programs and supports families in their adjustments to the Foreign Service, teaches CPR and first aid, ensures patient confidentiality, serves as patient advocate, consults with other health care team members, and maintains professional credentials and continuing education. Directly and independently provide patient care that may include heavy lifting, pulling, stooping and twisting in adverse settings.
B. HEALTH UNIT ADMINISTRATIVE FUNCTIONS:

In coordination with Locally Employed Physician, assist in the direction health unit administrative functions: Coordinates health unit personnel and resources, maintains current inventory of medications and supplies, assists in the hiring of local employees, orients and trains new personnel, ensures universal precautions, oversees controlled substances, sets budget priorities and exercises fiscal responsibility, and maintains medical records.
C. ENGAGE IN DIPLOMATIC RESPONSIBILITIES:

Engage in diplomatic responsibilities: Evaluates local hospitals and pediatric care clinics, interacts with non-Department of State agencies, advises Ambassador on health issues affecting the Mission children, attends country team, serves on Emergency Action Committee, and provides emergency care for those on U.S. government property. Inspect and assess the care and capability of local clinics, hospitals, laboratories, and private practices.
D. COORDINATE EMERGENCY RESPONSE DUTIES:

Coordinate emergency medical response duties with Health Unit staff and Regional Medical Officer (RMO): Co-administers medical aspects of post’s emergency preparedness program which includes responses to terrorist attacks and natural disasters. Assists RMO in updating the medical section of post’s Emergency Action Plan, providing emergency medical training, managing post’s emergency response programs, providing medical leadership in crises, and providing emergency medical care. Triage and manage care of injured persons in any location following an accident, natural disaster, or attack. Assist with evacuation via land, sea, or air in the event of political unrest.
E. ON-CALL ROTATING DUTIES
10%
Serve in an on-call capacity on a rotating duty schedule.
F. ACT AS HEALTH UNIT SUPERVISOR:
5%
Act as Health Unit Supervisor as needed.
QUALIFICATIONS REQUIRED
All applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
1. Education:
Doctor of Medicine Degree (MD) or the equivalent degree such as Bachelor of Medicine & Bachelor of Surgery (MBBS) is required. (Medical credentials to be evaluated and approved by the Department of State’s Medical Services prior to appointment.)
2. Experience:
Applicants must have a minimum of 5 years of post-graduate clinical experience, residency trained in Family practice or General practice or Internal Medicine, 50% of the physician’s time must have been involved in direct primary care is required.
3. Language:
Level IV (fluent) speaking and written communication in English is required. (This will be tested)
4. Skills and Abilities:
Customer-service oriented and computer skills (Microsoft suite) are required.

2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance report (EPR) are not eligible to apply.
3. Current NOR employees hired on a Family Member Employment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
